mY COMPRESSOR TRUNS ON BUT THE OUTSIDE FAN WILL NOT RUN

Check dual run capacitor.

Looks like a typical hitting of the cap locks when he pushed on the shift key.

o.k then..... check cap as beenthere said ...check motor not siezed....inspect for broken or loose wires...
