I never found the time to continue to work on this so I called another HVAC company to come in and take a look. He tested away with his meter and determined that it is pulling way too much power. So the guy pulled the heat strip unit out and found a washer had fallen onto one of the heat coils from the insulation of the ducting above. So it has created the circuit to cause the constant heating and burned out the part of the coil it was laying on.

The unit was still under warranty so he ordered a replacement coil and put it in the following week.

What an interesting story this turned out to be. Yes, Goodman uses heat sequencers, Trane employs contactors as pictured. Not that big of a difference between the two but different just the same, if that makes any sense.
