Tempstar AC Cooling ?

I have a Tempstar 9600 AC unit.. Ihave noticed the house is not being fully cooled to the thermostat setting. I have now noticed that the outside cooling fan will only run for a few seconds then shut off when i hear the compressor kick on. Any ideas on what may be the Problem? Is there a thermostat in the outside unit which may be bad?

Tempstar AC Cooling ?

The capacitor for the fan motor may be faulty and or the motor is seizing up.
