Steam Valve Old Steam Radiators

I have a steam valve that has a numbered ring which can be tightened or loosened and within the ring a slotted knob which can be turned. Have no clue how to use this valve but I would like the steam radiator to run cooler versus hotter so can I control this by the steam valve?

Thats an adjustable air vent.
The lower the number the slower it vents air out. The slower the rad is to heat up.
Yes, you can adjust it to lower the heat you get from that rad.
