You can, but often you end up with air noise from them when you have to choke back a large amount of air.

Thank you all for your sound advice. One sales rep showed us how the returns downstairs were sucking in a lot more air than the upstairs ones. Is it possible to block off a return downstairs to force more of the hot air to the upstairs returns?

Not a good idea. If you do that and restrict the air to the furnace then the furnace may overheat and get damaged or the AC will freezeup and get damaged. Same thing can happen if you shut supply vents on the main floor to try push more air upstairs. This is where you need a really qualified tech to check the airflow/temps/freon pressures etc to make sure nothing is overheating or going to freezeup.

What he showed you is that your down stairs returns are under sized. Since you may have felt a lot more air movement, it isn't necessarily moving more air.
