Securing vent hood to top of water heater?

I've been told that by code, the vent hood to a water heater must be secured to the tank by sheet metal screws.

So can one drive the screws right into the metal on top of the water heater? I do not know how the tank is constructed, I would hate to pierce the pressure tank itself.

With a 1/2" sheetmetal screw you would have plenty of room between the pressure tank and the outer shell. 1" of insulation would separate the two.
