Sealing off outside old electric stove vent

Hello,

How do you seal off an electric stove vent that is no longer used. It goes up through the ceiling and about 10 feet across and out the brick side wall. Cement was put over the hole but that doesn't seem like a good insulator.

Thanks

Has the vent pipe been removed? I would think you would just insulate the exterior wall and or the ceiling where the vent was located. Maybe I am not understanding this as it seems to simple to me and I well know that many projects are not simple.
