Question Sealing new blower for cold weather (foto)

New HVACs have been installed in my old apparent. Problem is the cold air coming from underneath (see photo) even then it switched off and it gets really bad when it's windy outside (wind blowing into the same window). I figure it needs to be removed (hope rather not) and its base sealed somehow. Can foam be used (what kind) or anything else (I don't want to damage device itself)? Other options. Any advise will be greatly appreciated...
