Samsung Window Air Conditioner

Hi, Guys. I have a 14.5K BTU Samsung window unit. Whenever the unit is plugged in only the compressor comes on without the fan. The control panel and the display seem to be dead. Should I check for voltage at the fan? Is this most likely a dead control board? If so, how should I test for that? Thank you for any advice.
