Rheem AC unit compressor issues

I have a rheem rpka-024jas heater/AC unit. This last spring the unit stopped heating/cooling. I had a technician out and during his diagnostics he determined that the compressor was not starting. At the time the technician's only two options were replacement and what he called a AC unit jump start. The jump start was ~$350 more and and from his estimation less that 50% chance of starting it. I opted not to fix it, since it is a second unit that heats and cools the garage and guest house bedroom. But now I have someone staying in this room which desperately needs heat. I've been unemployed for quite some time so I'm hoping to attempt to fix it myself (I'm quite handy). Any suggestions would be appreciated. Lastly if I can't fix it any suggestions for a good single room heater/ac unit that will cost ~600 or less and that I could install fairly easily. Fixing it would be my first choice though.

Lastly anyone know where I can find the schematics/manuals for my system?

Search on line for a hard start kit. grainger also carries them.

it may or may not start your compressor.

It may start it for a year but usually when they are going bad and need one they won't last long anyway. May burn out the compressor and completely pollute the system with acid.
"Cut it twice and it is still too short".
