return air grill under cabinets?

I am finishing my basement and the HVAC guy installed a return air grill on a wall where i am going to put kitchen cabinets. This was done when the house was originally built. it would be near impossible to relocate it to another wall and the other side of the wall is the bathroom so I can't put it there. Would it be OK to have it under the cabinets if I cut out a large enough hole? Is this ever done?

Also, my bathroom fan venting has to go about 30' before I get to an outside wall. Should I run 3" or 4" ducting?

i had an original return in what was previously a dining area that got expanded to be a new kitchen. the HVAC guy said its bad practice to have a return in the kitchen. Something about the smell? So we abandoned it.

(no this was not a case of the guy being lazy and not wanting to do the work, it was zero labor to keep this return.).

Code requires return grille to be 10' min from stove/grille exhaust hood.

Yep, it is against code to have a return in the kitchen.

It will be more than 10' from the stove but it has to be in this room which is an open area that could potentially have a kitchen. I'm not putting the kitchen in right away, maybe never, but I did want to allow for it.

My last house had an open floor plan
One of the return grilles was maybe 8' from the kitchen stove
It also bordered or was in the kitchen, depending upon where you decided the kitchen ended & the next room began
I never had any problems or smells from the kitchen being spread thru the house

If its not a kitchen now then you meet code
But if you got install a kitchen the Inspector may have an issue
