registers stuffed with old clothes?

Hi I recently bought a fixer upper house and the house has hvac vents is the cieling which are what is being used. In everyroom there are baseboard wall type vents with old clothes stuffed in them. In one room I could see daylight through one, on the outside of the house is a mesh screen covering the hole with clothes in it . Can I clothes all these off and insulate? The house is a single story with a crawl space under the entire house and an attic above. I'm not sure if there is supposed to to be a purpose for the vents or if they're just old non used ones. Thanks

Off course you can close them off but you may need an actual flooring guy to help patch those up.

Post some pics. It is possible they had an old horizontal oil furnace or other heating system under the house with those floor vents and now converted to an air handler with electric heat strips inside the attic. May want to get it checked by a Pro for safety reasons and normal maintenance and he can help you too.
