Radiant Heat Problems

I just bought and moved into my new condo with my fiancee over 2 months ago. Lately I have been having problems with the Radiant Heat. One problem is I can never get it to go above 72-73 degrees Fahrenheit. What really sparked me into seeking some help is the fact that the last 3 days the highest temperature it will go is 68.

Before I moved in, the lady who occupied the condo before me had mentioned that she sometimes needs to bleed the pipes. Could this possibly be a reason that my heat is not that great? I've always had forced air in my previous places so I'm not sure what to expect this time. Any help would be appreciated.

Is this hot water baseboard, steam or other?

Sorry, forgot to mention it's hotwater under wood flooring.

Have you checked the water level in the system?

I have not checked the water level and don't exactly know where to check it. This is a 15 unit condominium with shared hot water tanks. The only thing I have in my own unit itself is a manifold with 5 rotating dials to turn on and off the heat for each seperate room in my unit, which by the way are all on.

Sorry but I'm a computer geek and first time home owner.

Hello again. I just talked to the property manager who explained to me that some pipes that were replaced in the boiler room were put on backwards. Apparently some people in the condo aren't getting heat at all so I should consider myself lucky. He let me know the problem is not that I have to bleed the pipes but the fact that theres not enough hot water running through them. Hopefully this will all be resolved soon.
