Qualification of Installers Question


I recently had 2 heat pumps replaced as well as the ductwork. My question is - Does the person(s) removing the old compressors which were R-22 filled Yorks need to certified in the handling of freon and in the installation of the new units? As well, shouldn't all electrical cut-outs be within sight of the units per NEC? Any help on these questions is appreciated. If you can site any particular NEC code it would be helpful. Thank you.
