proper venting for Lennox pulse bigh efficiency

My installer has vented the new water tank and Lennox furnace out the back of the house, and capped the furnace---there is no air intake pipe, as he said there should be. Is this an improper installation?

what do you mean when you say capped the furnace? And yes the Lennox pulse requires a intake for combustion air.
