Proper size boiler circulator pump 10A 1/3 or 15A 1/2 horse

Thanks first to all the experts out there,

In my building a circulator pump was changed.

The original pump was a 15A - 1/2 horse pump.
It was replaced by a 10A - 1/3 horse motor.
The same RPM's

Could you comment on the possible effects this may have had on the system please? Could this not be powerfull enough to drive the impeller housing.

There seems to be a change in the buildings heat.

Proper size boiler circulator pump 10A 1/3 or 15A 1/2 horse

The 1/3 won't move as much water as the 1/2 did. If they just changed the motor.
