Problem with board or thermostat?


Have a few things going on and wondering if someone can give insight on 2 issues. Here's what I have: Duel fuel system: 3 ton 13SEER Ruud heat pump & evaporator coil (1 yo); Comfortmaker furnace (10 yo); Aprilaire 6303 zone control board; 2 zones (upstairs, downstairs); White Rodgers thermostats (Upstairs has heat-cool-emergency switch, downstairs has only heat-cool; only have model no. for one: IF82-261).

The main issue occurs when the outside temperature drops too low for the heat pump and the gas furnace is supposed to kick on. The heat pump outside will not come on but the fan in the attic will run. The fan will blow for a minimum of 30 minutes. Fan will then shut off and the gas heat will immediately turn on. This happens in both zones when thermostats are set to "heat". I can turn upstairs thermostat to emergency heat which solves problem for upstairs but still having problem downstairs since no emergency heat (EH) switch on thermostat. Currently have Aprilaire board set to EH to bypass heat pump altogether. Any insight on what the problem may be? Second issue is upstairs thermostat is blowing heat when switched to cool and cool which switched to heat when utilizing heat pump. (I switch Aprilaire board EH off when I try to use this). Any insight on how to check wiring of thermostat? (FYI:Downstairs heat/cool switch works fine when warm enough to activate heat pump).

1st issue:
Contractor says it is the Aprilaire board and I need to replace along with one thermostat. They claim that after confirming with Aprilaire, that all of their boards are made with this delay, they cannot alter the delay, and all they can do is replace. Called Aprilaire and they confirm that the board is set up properly, the thermostat types are correct but believe I should change brand of thermostats to fix the problem. It may be something with White Rodgers brand. They say gas heat should come on immediately without the issue with the fan or extended delay. Their boards are not made with this delay.

2nd issues/other notes:
Leery of contractor because when heat pump was installed they said Aprilaire board would be fine (I asked specifically), no replacement needed. After originally denying that the fan was running, finally conceded and recommended the board but took no responsibility for originally telling me board was fine. Quoted (written) me for new board, but are now (verbally) adding $170 thermostat. Will not confirm that this will solve the problem. In regard to the upstairs thermostat, they claim the board is just dying and refuse to check the wiring.

The board may not be set up properly. If zone 1 thermostat is a heat pump thermostat. When it is set to emergency heat. then when the zone 2 thermostat calls for heat, the gas furnace should come on.

Recheck the block settings on the zone panel, and the wire connections on both teh panel, and the zone 1 thermostat.
