Permits

I have a bit of a problem.
I am finishing a 1/2 story attic built in the 50's. I have pulled my construction permit and anticipate pulling my electrical permit.
I am now considering running my central air to the space (heater is adequate size), however HVAC Folks I have had come and look at it for bids have told me that the system in place throughout the house is clearly not to code due to undersized pipes and an octopus coming off the top.

My question: 1) will the prior work present a problem for me if I want to pull a permit? , and 2) if I have someone do the work anyway and bring it close to code is there any type of grandfather that would normally apply.

The only people who can answer that are the ones who issue the permits.....

The towns and codes I work in and around say if you touch it, you must bring it up to code.
If you don't...you can leave it in there.
