Outside unit blowing cold air

We have a brand new HVAC system, it does not seem to be blowing cold air, we set the thermo at 66 degrees (just to see how cold the air would get) and the air blowing from the vents was 76 degrees (outside temp was 74), also, the outside fan is blowing cold air (I thought it was supposed to blow hot air). None of the coils are frosting over, so i am assuming we have sufficient freon, does anyone have any idea what might cause this?

Sounds like the compressor isn't running. Time to call the installing company out to see what's wrong with that new system.
