Outside Trane - heating and air unit- blowing cool air inside home but not getting below 85 degrees


My central air never gets below 85 0r 83 in the day time. My unit is only 3 years old - i did not have this problem last year. It feels like it is not blowing enough of air. I had it checked by ARS and they said it is hot outside that allot of people are having the same problem.I thought that is why people paid for a central air unit. Can someone please tell me what could be the problem.

Have you changed your air filter recently?
