Oil Furnace Won't start

Tried to start up the furnace last week and only heard a buzzing sound coming from the reset button area. The furnance did run out of fuel at the end of the season. I changed the filter, screen, and nozzle. Also cleaned electrodes. The pump will not start when i turn on the furnance. I tiried multiple times to bleed the fuel line but the pump just isn't working. I was able to get fuel coming out of the bleeder valve by manually spinning the motor. But when I turn it on the motor does not start - I just get the same buzzing noise from the reset button box. Any ideas?
