oil furnace noise

When my oil burning furnace turns on I get a whining or moaning noise on the floor above the furnace but not at the furnace itself. I've had two techs here and they can't find out what the problem is. This happens not just for the call for heat but also when it is just heating the water. Air in the pipes is not a factor I believe, as I get good circulation in all 3 zones.

Where's the exhaust routed? Could it be the contraction/expansion of the exhaust pipe or just the exhaust resonating with floor joists?

They didn't check the burner blower motor. Pretty much all they did was listen to the noise and said they had no idea what it was. They said they have never heard that before. I know with a gas furnace there may be air leaking out of the blower but I don't know if it is the same with an oil burning furnace. I know very little about the workings of a furnace.

Is the furnace getting enough combustion air, preferably from the outside? If the basement is quite sealed then combustion air may be whistling as it seeps in from cracks or under doorways to the upstairs.

I'm sure there's enough combustion air and I will recontact the tech to check the burn blower motor. Let you know how I make out. Thanks for the input.
