How do you know the pump and igniter are working? What procedure did you use to determine this.

You may need a new nozzle. It may be partially plugged and the spray pattern is incorrect. Dangerous to use that way as unburnt oil can accumulate in the combustion chamber and then light and have a runaway fire. DO NOT press the reset button more than once. The high efficiency burners have special nozzles and critical settings so it is best to get a Pro to setup the burner for maximum fuel efficiency and proper combustion.

You may want to change the oil filter cartridge. It could be partially restricted.
Just because oil is coming out of the bleed hole on the fuel unit, doesn’t mean that the oil pressure is correct.
I agree that these things are usually best handled by a pro.
