Is it normal for a Heat Boiler shuts off and on?
 
Is it normal for a Heat Boiler to shuts off and then back on before reaching the set temperature on the thermostat?

I have a heat boiler which i notice that it shuts off itself and then turn itself back on (for a couple of times) before reaching the set temperature on my thermostat.

Yes, the boiler will fire until it hits 180F (might be different, depends on what the boiler is set at). The water continues to circulate through the radiators. When the water cools down to around 150-160, it will fire up again.
