Is it normal for a Heat Boiler shuts off and on?
 
Is it normal for a Heat Boiler to shuts off and then back on before reaching the set temperature on the thermostat?

I have a heat boiler which i notice that it shuts off itself and then turn itself back on (for a couple of times) before reaching the set temperature on my thermostat.

Yes, the boiler will fire until it hits 180°F (might be different, depends on what the boiler is set at). The water continues to circulate through the radiators. When the water cools down to around 150-160°, it will fire up again.
