New Thermostat and Furnace Not Working Right

Brand new house, just moved in. New thermostat, new furnace, etc.

No matter what I set heat at, the heat will come on when it is not supposed to. Thermostat will say set to 71, room 77 and heat will turn on and off maintaining a different heat setting all the way up to turning on at 79 or higher.

Even worse, heat turns on when thermostat system switch is set to off (fan set to auto). I had everything off, was standing under furnace (in attic) and by thermostat and it turned on and off like it was set to something.

Our house keeps going to 80 degrees and for most winter locations that is nice, but not in Vegas.

Left a message with the builder, but wanted to know everyones take on the cause of this.
