New A/C or better insulation?

I have a two story 1300 sq ft duplex. The 2.5 ton central A/C has a heat pump and eats about 3 kwH of electricity when it is heating.

It takes 1 hr 7 min for it to heat the air temperature 2 degrees F and 39 min for the temperature to drop 2 degrees.
Does this sound normal?

The temperature outside is in the low 30s and inside the thermostat is set to 71 F.

Do you think I need a more powerful A/C or should I improve the insulation? I feel slight cold air coming in on the sides of the two exterior doors (front and back). I will try to add more door seal material along the sides but they may only make a small difference. The doors themselves are cheaply made (thin hollow type). I'm thinking I could invest in a thicker door or double door. The windows are okay; double pane but installed in 1983 so not the best quality.

Or is my heating simply not powerful enough.

Seal the doors, that will make a big difference.
May want to recheck around your windows for air leaks, if you find any, caulk them.

When is the last time your heat pump was cleaned and serviced.
Might need a good cleaning.

The attic is always a big leak. Seal penetrations from wires, pipes, and the hatch. To keep the top floor cool in the summer, put in a radiant heat barrier. Finally, blow in a thick layer of insulation above your existing insulation.
