Need some advice

Hey all!
I am new to the DIY forums and I'm just diving right in!
About three days ago my air conditioner stopped working, my landlord had her repairman fix it, but i think he may have done it wrong. He replaced the motor because our indoor fan was working, but the outdoor unit for the AC's fan wasn't working. Since he replaced the fan it has been about 8 hours since and still no AC air. My boyfriend and I checked the fan outside and though it looked to be working it felt like it was blowing cold air outside! We think he may have put the fan on upside down and so we let our landlord know who told her repair man to come back out. He got really mad and said that the reason it wasn't working was because our wall vents were dirty and the warm air couldn't get sucked out and replaced with cold air. Is it possible to put a fan on upside down in the unit and have cold air be blowing outside? Let me know!

We compared our neighbor's air that was blowing out of his unit and it was much much warmer compared to ours. The repairman said it was because our "AC Unit is larger"

Unlikely, it should be pulling air through the coils.

Its possible to reverse the rotation of the fan, and spin it in the wrong direction.

Is the large line getting cold. If you have low air flow inside. Then your large line should be getting real real cold.
