So, is this a hot water heated house or hot air or both?
OK, so there are two questions here, yes? One about whether the radiator will heat that room and the second about the leak?
For the leak, can you get a better pic? Is it the valve that's leaking? Not a hard fix -- alternativly if you're buying this house, make the seller fix, or demand a price concession to have it fixed.
For the radiator, why is the inspector worried? Was the room cold? Radiator hot? 18x14 isn't huge, one rad might be fine. Or it could be a very drafty room and feel cold. But in that case, solving the drafts is better than another radiator.
He is saying it's going to take long to heat up because the floor underneath is not insulated.
Take a better pic of where the leak. But from here. It looks like its just time to replace the sight glass and its seals. Not hard to do.
Its a boiler, not broiler.
Insulate the floor under the room/house. That will save you money on your heating bill. Your inspector, is giving you REAL BAD advise telling you to add another radiator. You get a lot of heat from steam, so it won't take long to get that room warm with that radiator.
