Hot water boilers have a couple of advantages over steam in my opinion. Probably the formost is that you can adjust the water tempurature to match the outdoor air tempuratures allowing you to only heat the water to the temp you need to heat the house at differing outdoor temps. (This can be done automatically with the right outdoor air tempurature recorrect controller)The hot water rads are easy to control and often less troublesome than steam traps and avoid some return problems in older gravity sytems. The downside with either system as I see it is no option for A/C. Just an opinion.
