Metering Device Indoor Outdoor Mismatch

Trying to help a friend cobble together heat for a rental house. Has a 2.5 ton Carrier heat pump (~12 yo) and he already bought a used Goodman 3 ton air handler to replace an existing DOA oil furnace.

With a size mismatch like this should we pick orifice or TEV? and with either should we size to the ID coil or OD coil?

I was thinking a 3 ton TEV would be his best chance to make this thing work half decent but would appreciate some expert guidance. Thanks.

If the refrigerants is the same for the TXV and the condenser. The half ton difference won't be any issue.
