Making 2 zones from 1

I have a oil fired hot water radiator system. One bedroom main floor. Basement apt. There are 8 rad. upstairs and 3 downstairs. You know it upstairs to hot downstairs to cold. One 1" pipe runs off the boiler. Each rad T's off and back on to it. Id like to create two zones. Can T off the the main line for down stairs with 3/4 add zone valves for each? Then T off the 3/4 with 1/2 to each rad. Or should I run one continuous loop through the down stairs rad.? I wood like to add a baseboard to one wall. Thanks
