liquid line outside

The liquid line to compressor is 1/4, copper, no insulation on it, that's ok???
and it's fine to touch, except when I pulled the cover off the condenser unit, this line was too hot to touch right near the compressor!! is that okay??? or am in slow death????

The liquid line is supposed to be uninsulated and is fine. You probably touched the discharge line from the compressor and it is HOT and will burn you.

Yep. The discharge line from the compressor will be very very hot.
The liquid line doesn't need to be insulated. Unless its run through an area that exceeds 135 on a regular basis.
