Lennox Elite M/N HP29-018-7P Air Trouble

I have 2 units on the outside of my condo. 1unit works my 1st and 2nd floors. The other unit works my 3rd floor(top floor) where bdrms are located. On 5/15/10 the 3rd floor unit's 'fan' wasn't coming on but the vents were blowing hot air. I had a tech come out who replaced the dual capacitor on 5/15/10. On 6/05/10 this same unit's fan turns, but nothing is coming thru my vents at all this time. It is well over 80* in my family's rooms. HELP!! WHAT DO I NEED TO DO?
