Lazy Heat pump fan. Urgent Please help!

Hi,
I have an Armstrong Concept 1000 (SHP10E36A-3) outdoor unit. I noticed the heat pump putting out cold air recently. Outside temps in Northern VA are in the low 20s. I went out and noticed the fan was not spinning though i could hear a humming sound from the compressor. I just nudged the fan a little and the fan started spinning in the next cycle.

This morning i waited for the heat pump to kick in and I noticed the fan turned less than a quarter of a circle and stopped. there was no visible frost on the grill. I gave it a little nudge and it started spinning. I checked the cap and found it about 4.72uF for the fan. i also put some WD-40 to ease up the bearing.

Update:
I noticed some frost on the grill and again the fan was not turning. I presume it was a defrost cycle. I went out again after a few minutes and saw the fan spinning very slowly about 1/2 revolution per sec. I gave the fan a nudge and it started spinning normally
Do i have a bad motor or is it something else? Will running the heat pump cause further damage?

Please help Thanks a advance.

Might want to look at the contactor and see if its pitted. And also make sure the coil is clean. Other then that, not much else to check out, without the fan working.
