laars 110 endurance ebp boiler

What would cause my heating zone to overheat room with tstat turned off. could the condensing valve be allowing water to circulate because it is faulty? i have a loop from the boiler that goes thru a plate exchanger where it picks up heat from my outdoor boiler and this wraparound pump runs continously but I don`t see how that could circulate thru the zone with the condensing valve in off position. that loop is just used to maintain nboiler water temp.
