Insulated duct work

okay the house my wife and i are buying has exposed duct work on the roof, the HI thinks its uninsulated. i taped on it my self and seems like its uninsulated. How ever i have been thinking about it and i am wondering if maybe the insulation board my have seperated from the outer metal. I did notice on one of the ducts an inspection port, would remove this cover allow me to see if the insulation has sperated?

Insulated duct work

Probably will be able to see if the insulation is coming loose. if duct work on a roof isn't insulated, it would be sweating enough that it would rust through in a few years.
