Default HVAC providing uneven cooling and weak

Have an 18 year old HVAC in my attic that seems to distribute air unevenly. The air is delivered via flexible ducts in the closets to the first, second and attic floors. The attic floor has 2 ducts and it gets a strong flow of air. The 2nd floor 2 bedrooms get also get a strong flow but the 3rd bedroom and den only a trickle. None of the duct on the main floor get much flow. The thermostat is on the 2nd floor. I also have a thermostat for the furnace on the first floor. The 2nd floor is always 3 degrees cooler than the first floor. Note the return duct is in the attic so it draws air from the attic and second floor (where I have to leave the attic door open). Also note on hot days (85+) the system can barely keep the 2nd floor at 77 degrees.

Wondering what people think might be wrong. Ideas I came up with are the HVAC isn't powerful enough. Something wrong with the unit so it doesn't distribute air evenly. It's old so maybe I need a charge? Thanks for all replies.
