HVAC Outside Fan won't turn on

The top right goes to my dryer.

Here is a pic of the panel layout.

Waaaiit a minute. There's no main breaker in that panel. Where's the main breaker for the house?

As far as I know that's the only panel in the house. It's outside in my garage. Is there any chance that it was installed without a main breaker?

Unless it's outside the house near my meter.

It's not impossible, but it would be very illegal. That panel you show a picture of has no main, and a separate neutral & ground wire, which is the set up for a sub-panel, fed from a panel or disconnect further upstream.

Look at your electric meter. Is there a breaker panel built into it? If you're not sure, post a picture of the electric meter enclosure.

Yes indeed! Unlatch and open the bottom part of that enclosure. I bet you'll find a breaker for your A/C, along with the main breaker for your house.

Yay! That was the problem. I had looked at the box earlier, but wasn't sure I was allowed to unlatch it. Didn't know it was my main breaker. I now have cold ac blowing through the house.

If you guys are ever near The panhandle of FL I owe you a beer or ten.

Glad to hear you're sorted out now.

Now next time, turn off the A/C breaker or disconnect before you work on it!

My buddy got across the 240V feed to his houseboat's water heater last year, his heart stopped 3 times, and he has to take some crazy pills to keep his hand from curling into a claw... It's no joke.

Stay safe!

Also, I have an older Rheem from 1996. Is there anything I can do to increase the amount of air being blown by the fan?

Oh wow I'm sorry to hear about your friend and next time I'll be more careful now that I know what to do.
