HVAC Outside Fan won't turn on

Your A/C doesn't run on 120 volt. So you can't test for 120 volt and know anything.
Each 2 pole breaker must be read with the prob es of the meter on each terminal at the same time. And then if you aren't read 220 or higher, you probably have a problem with that breaker.

Ahh ok. So do I put both probes on the hot wires then or am I missing a step? My multimeter only has two probes.

1 probe on each hot wire at the same time.

Thank you for all your patience and help with this by the way. I'm a military guy and the cost of an electrician/ hvac tech is too high for me at the moment.

I just rechecked using the method you described and all of my two pole breakers are reading 241-242v and I rechecked outside. 0v.

Then you either have another panel box. Or a fuse or wire connection some where between your panel box and the A/C.

Is there another small box mounted on the wall next to the AC? If so look in there for fuses.

This is the only other box I've got.

Stick your meter probes on the black and white wires on the top half of that. Then check the two black wires on the bottom after you turn the disconnect switch to the on position.

0.13v on the top half
0v on the bottom half with switch in On position.

I also went back up into my attic again to see if I was missing something. There are no wires or fuses coming from the breaker box to the outside unit that I can tell.

There is only one box in the attic and inside it's labeled Fan Hood, but it only has one wire inside and it's capped off.

Check the breakers in the house panel again. One of the breakers that takes up two spots has to be tripped.

Here is a picture of my house panel:

Right after I took this pic I pushed all of them to on just to make sure I wasn't missing something.

Reset the top left breaker. Might want to do it to all of the 2 pole breakers.

means turn them off/push them to the off position, then back on. Make sure they fully seat in the off position.

Top right? I've got those same breakers and that one kinda looks tripped to me.

I reset all of the breakers. Made sure they were all completely in the off position and then pushed them all completely to the on position.

I have to assume that that top right is the breaker for the A/C, as it is the only double-pole breaker in the panel. Notice that the wires connected on that breaker are Black/Red, and the wires entering the outside A/C disconnect box are Black/White. Therefore, there must be a splice in the wires somewhere between the circuit breaker panel and the A/C disconnect.

Find that splice, and you'll probably find your problem.

Either that, or someone did something really creative.
