HVAC Heat Duct Location

I'm remodelling my basement and I'm torn between where to locate the heat vent and return duct.

In winter times, the heat vent located near ground will provided more efficient heating as hot air rises. However, in summer it may be better to have the vent on the ceiling of the basement since cold air (AC) drops.

What do you guys think?

6 one way half a dozen the other.

Place the supplies high, and use registers that throw the air down to the floor.
