HVAC duct requirement


My house is selling, buyer is getting a VA loan. There is a hvac regester in the laundry room that was disconnected due to having to cut floor joist to connect it while finishing off basement. Is this required to be hooked up? 2nd question there was never a regester put in the second bathroom, is it required to have one?
