HVAC Blower Problem

I have just added a York Affinity 100k BTU 2 stage variable speed Furnace (PV9C20N100UP12A) with an existing Goodman 5 ton 16 SEER 2 stage Heat Pump (DSXC160601 &CAPF4860D6). The coil is placed above the furnace and has a humidifier attached to the side of the coil box. There is an Aprilaire 5000 air cleaner attached to the side of the furnace. A VisionPro IAQ and outdoor temp sensor are installed. A duct booster fan is installed in a secondary return. All equipment except the air cleaner and booster is controlled through the EIM. The intention of the system is to operate as a dual fuel.

Here is the problem: The blower works anytime there is a call from the thermostat (A/C, heat pump, or fan "On"), but will not come on when there is a call from the furnace (gas heat stage 3 and 4). It seems the call for the fan is going out because the air cleaner and a return booster both kick on at the appropriate time and they are connected to an outlet that is fed by the EAC power terminal on the furnace control board. An interesting thing I found tonight is that if I put the Humidistat jumper on the blower control board to "No", the fan comes on continuously. If it is set to "Yes", the fan operates as previously described. My IAQ settings are as follows:

I had a technician at my house for 7.5 hours yesterday and $660 later, it is not fixed. Any help I can get will be greatly appreciated!
