I have a Honeywell Trol-a-temp system and one of the zones supplies hot/cold air when the thermostat is NOT calling for it. Is it the damper motor or something in the control board?

most motors are spring open power closed what will tell you this is the motor its self or how its wired on the zone board once you know that if it powers to close power another zone and check for voltage across the 2 wires if it gives 24 its your board if not its the motor or the damper its self . other motors are tougher to test not much but do that first and post back
