Howto increase on a boiler?

Hello i'm a newbie when it comes to my boiler and I'm also a new home owner so i would like to start learning how to do some basic things with my boiler.

It seems some one baseboards is not getting any or very little heat and I've checked the PSI and its close to 3 and I've been reading this forum and low pressure could be the cause of my issue.

If anyone can help me this would be awesome thanks in advance.

I've include links of pictures and a video if the pictures are not clear enough.

Howto increase on a boiler?

3 PSI is too low. (if your tridicator is accurate)
With the boiler off, raise the floppy lever on top of the pressure reducing valve (picture 6) towards the ceiling and back down again.. You should feel resistance on this lever as you raise it and hear the sound of water running through this valve. This valve has frozen and this manual operation will usually unfreeze it. Either this valve will then allow water to fill the boiler up on it's own to a preset level (15psi is usual) or it will shut off the water flow again when the lever is returned to it's down position. If so, you can manually hold it open until the tridicator raises to 12 PSI . The final possibility is that it will not shut off and the pressure will continue unabated into the boiler until it reaches above 30 PSI and the pressure relief valve will start venting. I'd suggest knowing where the yellow water feed valve is (pic 9 by the chimney) so you can turn off the water supply if the PSI goes over 22PSI.
