How many vents

Hello, I have a two story house in southern California. My heat ducts were installed wrong leaving my heater to noisy to run. I use my fireplace and a pellet stove for heat. I'd like to remove one of the heat vents from the dinning room. How vents do you have to have in the ground level of a house? Three rooms not counting bth.rm and laundry room

How many vents

Generally, at least 1 per room.
