How long to lower air temperature?

How long should it take to lower the air temperature 1 degree in your house?

My outside A/C unit stopped working last night and I had a repair man come today. He replaced the capacitor and got it working again.

The house was 83 degrees when the A/C started working again at 1:30pm. It's now 6:30pm and the house is only 80 degrees. The air temperature outside is about 91 degrees. The house is 1300SQFT.

Also, what should the temperature of the air be leaving the vents?
