how to connect 2 thermostats to one


i have a new home in new york and have two thermostats for it ,one controls the heat up stairs and one for down stairs . i want to know how to control both up and down just from the one upstairs if possible..the thing is that the folks who rent from me downstairs just abuse the thermostat and with oil prices sky high i would like full control over this issue.

Put a meter on the flow of oil and charge them for it. Nothing like having to put out money as a deterrent to modify ones behavior.

Or just increase the rent and tell them it because Congress won't let us drill for oil.

You will run into the socialist laws of New York if you try to mess with their environment. I am sure that you could be sued if you did that.

This is more of a legal problem than an engineering solution. If they have a lease then you had better understand exactly what it says regarding the HVAC or you will be in a world of hurt if deny them something they are legally entitled to receive.
