Grounded flame sensor or its wire will do that too.

Where might I look for the flame sensor / wiring?

Is there a way to verify if its the control board. Quite a pricey part to try to see if it fixes the problem.

Should be 3 wires going into the burner. Disconnect the wires and check for continuity to the burner. If there is then you get to the fun part of removing the burner from the heat exchanger without breaking the fragile as an egg ignitor.
