hot water tank flue


I installed a new tank and after starting it up I noticed I could feel heat at the top next to the flue exhaust in one spot. After about 10 minutes it was better but I can still feel heat in one spot next to the flue exhaust. I put a flame next to the exhaust and it does draw execpt not as well at the hot spot. It was very hot outside today. How bad is this and what can I do about it?
