hot water heating and water heater


I just had my hot water heater (gas) replaced and I think that they played with the taps on my hot water boiler system. I am not sure which handles are supposed to be turned on and turned off. I have an expansion tank in the ceiling and that tap is off. I have one about 6 inches from the boiler and that one is turned on. Then I have one more 3 feet from the boiler that runs from the water heater pipe to the boiler and to the line to the expansion tank that one is on. I have noticed that the pressure relief valve is shooting out water approx. 1/4 cup from the pipe that is directed to the floor.
All my radiators except one on the 3rd floor are hot. Can someone tell me which taps should be on and which should be turned off?
